Boston Library Consortium
BLC’s exploration of CDL for ILL has focused on utilizing the mechanism within a consortial context. After several years of guidance from our CDL Working Group and Steering Committee, as well as collaboration with the software company Index Data, the minimum viable product for ReShare CDL was launched in August 2023 with functionality to support consortial CDL for ILL requesting.
In the same month, BLC was awarded a National Leadership Grant from the Institute of Museum and Library Services (IMLS) to scale its adoption of ReShare CDL amongst the consortium through an Early Adopters Program. While our Early Adopters Program is indefinitely paused due to a number of factors, we hope the resources below inspire other consortia to continue this important work and identify new pathways to scaling CDL efforts to support interlibrary loan services.
📜 Consortial CDL: Implementing Controlled Digital Lending as a Mechanism for Interlibrary Loan
- A 2021 report from BLC’s CDL Working Group providing a summary of the group’s activities and recommendations from an investigation into articulating the functional requirements for BLC to establish a consortial model for CDL. It includes recommendations to guide the library community in navigating the role that consortial CDL might play in their resource sharing activities.

University of Hawai’i at Mānoa
The University of Hawai’i at Mānoa focuses their CDL for ILL services on expanding access to specialized materials from their non-circulating Hawaiian and Pacific collections. Given the university’s geographic remoteness and uniqueness of their collections as a Native Hawaiian Serving Institution, the university uses CDL to preserve material conditions and prevent potential losses during shipping of these rare materials. The library currently uses Occam’s Reader for CDL ILL lending.

Tulsa Community College (TCC)
The TCC Library uses a combination of OCLC Tipasa, Microsoft SharePoint, and Adobe Acrobat Pro to support their CDL for ILL services and share unique or rare titles from their collection.
